    These are goods that can have both civilian and military applications (e.g., drones, thermal imagers, electronics, optics, software, etc.). They are subject to state control during export, import or transit.

    2. What is the difference between military and dual-use cargo?
    Military goods are products that have an exclusively defense or combat purpose (weapons, armored vehicles, ammunition, etc.). Its circulation is strictly regulated and requires licensing, permits and supporting documents from government agencies.

    1. Do I need a license to transport such goods?
    Yes, you do. For dual-use goods, you need a conclusion from the State Export Control Service or a permit from the Ministry of Economic Development and Trade.
    For military cargoes, the approval of the Ministry of Defense, the State Export Control Service’s permit, an export license and, often, an intergovernmental agreement are required.

    2. Who applies for the permit?
    This can be done by the cargo owner or an authorized logistics operator. We help with the preparation of a full package of documents and support communication with government agencies.
